This statement confirms that the CircleUp web application has undergone accessibility testing against the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. The assessment covered the CircleUp web application (app.circle-up.eu), which is a browser-based interactive platform used within the CircleUp project. Testing was carried out on the prototype pilot version of the application intended for use by project participants.

Accessibility testing was performed by the development team at Riga Technical University using a combination of:

Automated testing tools

• axe DevTools browser extension

Manual review

• page-by-page inspection of key screens and interactive elements
• review of buttons, links, forms, images, and selected navigation elements

The review focused on representative application pages, including the home page and challenge-related pages.

Examples of issues identified during testing included:

• icon-only buttons without aria-label
• text areas without labels
• decorative or content images missing alt attributes
• repeated contrast failures around approximately 1:1, below the WCAG 2.2 AA minimum of 4.5:1 for normal text
• interactive map markers exposed as buttons without accessible names

At the time of testing the CircleUp web application does not fully conform to WCAG 2.2 Level AA.

The issues identified during testing have been documented and will be considered in future development iterations. Due to the prototype nature of the system and the current status of remediation, full conformance cannot be claimed at this stage.

This statement is provided for project documentation purposes within the context of a Horizon Europe innovation project and reflects the accessibility status of the application at the time of testing.

The application remains under active development, and accessibility improvements are planned as part of future updates.

The CircleUp app is currently in a small-scale pilot phase and is being tested by a small number of households in the UK (<40). The app is also developed in collaboration with a third-party (Riga Technical University) so Oxfordshire County Council has less direct influence over the development of the website. Any specific accessibility requirements of the pilot households will be addressed as soon as possible. Beyond this, a deeper review of accessibility is planned at the end of the pilot phase so that any outstanding accessibility issues can be resolved before sharing more widely with other households. This review will take place by December 2027 at the latest. Planned accessibility improvements could include:

• adding accessible names to icon-only buttons and controls
• adding labels to form fields and text areas
• adding meaningful alt text to images, or marking decorative images appropriately
• improving text and button colour contrast to meet WCAG 2.2 AA thresholds
• removing nested interactive elements

improving accessible naming for ARIA widgets such as progress bars and map controls
